Grinding low (levels 13 and below) on dungeons made me too dependent on RNG. I waited until a 5* piece with a % based main stat + at least one decent substat dropped, then used it. Early on I found what worked best (given an inability to progress into deeper dungeons) was to farm the campaign for gear. The biggest bottlenecks in the game are gear, and silver.
